Edge inspect css not loading

On certain websites the styles from included style sheets are not loading, for example our website www.dsm-design.co.uk. I read somewhere this is because the style sheets are referenced locally in the markup for example css/style.css instead of the full url http:// etc. Is this the reason the css is failing to show? and if so are there any fixes without changing the html on the site?
